Treasury Operations Manager
Federal Home Loan Bank of Des Moines seeks a qualified individual to have oversight for: the calculation of critical rates and fees, resolution of sensitive discrepancies, documentation of complex and time-sensitive transactions, and for regulatory compliance including Sarbanes-Oxley. This includes supervising, training, and motivating staff to meet the Bank’s business objectives with respect to: publishing of daily advance rate sheet with cost of funds; capturing derivative transactions in PAS on trade date & ensure trade packet is complete; collectively resolving derivative trade discrepancies with staff from Treasury –Capital Markets, Middle Office, and Accounting; preparing advance prepayment fees; and preparing derivative termination documentation.

*BA/BS in Finance, Accounting, Operations Management or Computer Science; advanced degree preferred *5-10 years of relevant business experience *Experience with fixed income securities and derivatives *Strong knowledge of process design and internal controls *Strong knowledge of Microsoft Excel and Word applications *Excellent written and oral presentation skills
